Without putting too much thought into it, you create a sort of dry, crumbly bread that doesn't have much substance to it. It's clearly magic, but Imelda doesn't care. It's food, and she'll be less hungry afterwards. It seems though that most of the other hungry refugees aren't right here, though; they've gone off to the main civilization in Westfall, which is called Sentinel Hill.
Go to Sentinel Hill. Finish curing hunger at once. Take Laine's lead first. Maybe you can help more at the Hill that way.
